The correlation of the principle of payment of land-use and the legal regime of common-use land by the example of the legal regulation of kicksharing

Abstract

The problem of severe transport congestion encourages citizens to use new means of transportation. One of its is personal mobility devices, which included e-scooters. In this regard, the article provides the legal qualification of e-scooters and the legal order of e-scooters’ placement on common-use land. The authors consider the possibility of the qualification of e-scooters as objects, which are placed on the state and municipal land plots without granting them and establishing the servitude. The article deals the issue of the correlation of the principle of payment of land-use and the legal regime of common-use land by the example of the legal regulation of kicksharing. The authors make a distinction between the legal regulation of kicksharing provided by rental and remote services.
