The 21st Civil Forum 'Partnership for the Benefit of Regional Development' in Yaroslavl set the direction for cross-sector cooperation

Abstract

This article presents information on the results and substantive outcomes of the 21st Civil Society Forum in the Yaroslavl Region (October 2025), which is considered a successful model of effective intersectoral collaboration. This model demonstrates productive interaction between government agencies, the non-profit sector, business, and the academic community. Key vectors for civil society development in the region were analyzed using thematic sections as examples. These included increasing the resource sustainability of NPOs, including the use of modern financial instruments such as endowments. Another significant area was the implementation of the "third mission of universities," which is realized through service-learning mechanisms, clinical legal education, as well as the development of a comprehensive support system for social groups, in particular, CSF participants and their families, and other areas of comprehensive university participation in regional development. Importantly, the Forum, as a discussion platform, served as a platform for developing specific solutions and roadmaps. This is confirmed by the resolution and the conclusion of a number of agreements, in particular, the signing of a document on cooperation between the regional Public Chamber and the Committee of Families of Warriors of the Fatherland.
