Monthly allowance in connection with the birth and upbringing of a child: current issues in implementing the targeting principle

Abstract

This article explores controversial issues surrounding the comprehensive assessment of a family's needs when assigning a monthly benefit in connection with the birth and upbringing of a child (the unified child benefit). It is argued that this benefit is an element of state social assistance to families with a child (children) and serves as a tool for protecting them from want and poverty. The targeted nature of this benefit requires a meticulous verification of the applicant and their family's compliance with the established requirements for recipients. These requirements, as well as the legal mechanism for assessing needs, are subject to continuous improvement, including to counteract identified methods for circumventing the mandatory conditions of social support. While intensifying the targeted approach is justified, it inevitably leads to a more complex legal framework for social support for children. This article presents a critical analysis of the main changes to the rules for the assignment and payment of the unified child benefit, which will come into effect in 2026.
