Problematization of the US Modern Migration Policy: From Migration and Demographic Transition to Self-Segregation and Enclavization

Abstract

In modern conditions, the understanding of the negative consequences of migration processes observed in most developed countries interested in the formulation of effective mechanisms of implementation of state migration regulation and control is actualized. This can be seen most clearly, first of all, in relation to migration and migration relations in the USA. In this case, at the level of American scientific and research community back in the middle of the 20th century, there was a certain vision of possible catastrophic results of uncontrolled migration development. However, the subsequent activization of the work of international organizations in the field of liberalization of current international migration legislation and formulation of global trends in terms of branding the positive effect of migration, as well as realization of democratic political agenda in the United States determine the problematization of some directions of the US modern migration policy. Theoretical features of the US state migration policy in relation to the conception of demographic transition and the conception of migration transition in this article are analyzed. The main problem migration trends in the USA at the present stage are identified. In general, it can be noted that modern American migration problem is constructed around, firstly, the institutionalization of specific civil society actors with a position consonant with the position of the International Organization for Migration, secondly, the formulation of criticism of the conservative political program of the Republican Party of the United States. The author used mainly historical analysis and secondary analysis of data from American analytical and scientific and research centers.
