Abstract

In the article, the dynamics of the development of civic activity in the Yaroslavl region for the period from 2013 to 2018 is analyzed. The empirical base was collected by two series of field studies: a series of annual mass population surveys using the method of telephone interviews conducted on the territory of the Yaroslavl Region; a series of annual surveys of leaders and activists of NGOs, as well as officials of the authorities of the Yaroslavl region. Author's longitudinal studies have revealed that one of the main problems of the current state of civil society institutions is the lack of trust to its main elements. As a consequence - in 2017, residents of the Yaroslavl region began to choose the strategy of a passive observer, preferring to concentrate their attention on their personal affairs and pay little attention to the surrounding space and events
