Abstract

The environment has a significant impact on public policy networks, influencing the strategies of network actors of social networks. Moreover, along with the offline public sphere, the digital public sphere is highlighted. At the same time, network actors can react according to two main strategies: reactive and proactive. The proposed article examines the impact of the public sphere on the strategy of online actors in the online platforms. A network approach is used, as well as elements of neoinstitutional methodology and game theory. Network actors tend to use both strategies, while factors will dominate the choice of strategy.
