Effectiveness of local governments: evaluation criteria

Abstract

The problem of local governance effectiveness has always been relevant, topical and ambiguous for Russia. The effectiveness of the work of municipal authorities is also greatly influenced by external factors, for example, the successful formation of small and medium-sized businesses that do not depend directly on the financing of budgetary funds by municipal authorities. Monitoring the effectiveness of the work of the municipal administration allows identifying certain areas that require major attention, and identifies the need to draw up a list of measures to improve the effectiveness of their activities and the quality of services provided to the population. The state allocates grants to municipal authorities that have achieved the best performance indicators. The issue of efficiency in the field of public administration began to engage in not so long ago. This can be considered the main reason for the presence of deficiencies in the official methodology, which aims at the formal achievement of goals, and not at improving the real effectiveness of their work in the complex. The lack of ability of local governments to independently select the criteria for the level of performance of their work, taking into account the specific features of the territory and the goals of its development, does not allow for a complete picture of the current state of affairs. This article is devoted to the criteria for evaluating the effectiveness of the work of local self-government in municipal districts. Considered decrees and federal laws regulating the work of local government. Special attention is focused on the indicator of satisfaction of the population with the work of the municipal bodies and the activities of the chosen officials. The drawbacks of the official assessment methodology of local municipal authorities of the Russian Federation are indicated.
